SUMMARY

I am a researcher, educator, supervisor, academic leader and manager of considerable experience, originally in mathematics and computer science but now across the whole spectrum of science, technology and beyond. My time is currently split, approximately equally, between two managerial roles, that of Head of Computing and Associate Dean, Research and Enterprise, for the Glyndŵr University Institute for Arts, Science and Technology. Also, until fairly recently, I was Director of the Centre for Applied Internet Research (CAIR) at Glyndŵr University. I still have a modest teaching timetable and supervise individual research students. These three most significant/recent roles are expanded as follows:

Currently, I am Head of Computing at Glyndŵr University, with line-management responsibilities for academic, research and technical staff, approximately 500 undergraduate and postgraduate students, a large combined budget and an ever-evolving portfolio of undergraduate, postgraduate and research degree programmes in Computing and Computer Science. I have undertaken substantial and innovative development in a number of areas: initiating validation of new BSc degrees in Intelligent Computing, Computing Philosophy & Immersive Technologies, an MSc degree in High Performance Computing and new MComp Integrated Masters degrees in Computer Science and Computer Games; overseeing the development and approval of a new research centre for the digital society in collaboration with the Creative Industries department; preliminary engagement with the British Computer Society (BCS) for undergraduate and postgraduate course accreditation; provisioning of a new Computer/Computer Science PhD research bursary programme; starting a dialogue with local schools and colleges to investigate training teachers for delivering the new GCSE Computer Science curriculum; expanding and improving the Computing staff base, and many others. In 2014, the department rose 29 places in the Complete University Guide – by far the highest rise in the UK. I am Chair of the Council of Heads of Computing in Wales/Cyngor Penaethiaid Cyfrifiadura Cymru (CPCC); the Welsh region of the Council of Professors and Heads of Computing (CPHC), A UK CPHC Committee Member and their Public Engagement Officer, an approved BCS Accreditation Assessor and a member of the Institute Executive, the University Senate and the Welsh HE Digital Society Working Group and a number of other committees and working-parties.
Further, as Associate Dean for Research and Enterprise for the Glyndŵr Institute for Arts, Science and Technology since 2009, I have also taken a wider research management role with overall responsibility for seven (then six) academic departments, essentially half of the entire University – more than half in terms of staff and students. I have been instrumental in preparing the University’s submission to the 2014 Research Excellence Framework (REF 2014) both internally and in negotiation with potential partners. I have also played a major role over the years in the University’s application for Research Degree Awarding Powers (RDAPs) and have coordinated two successful applications for accreditation by professional bodies. I have overseen the development of a number of MSc and MRes programmes across the Institute and have put together a successful framework for feeding research into the postgraduate and undergraduate curriculum as well as working on a new training programme for research students, supervisors and examiners. I initiated, and now chair, the Institute Research and Enterprise Committee, I was vice-chair of the Institute Research Degrees Committee and still serve on numerous other research committees. Over the past few years, I have been successful in establishing extremely productive (multi-million pound) links with other universities and industries in the UK, Europe and across the world. Most recently, I coordinated the university’s successful REF 2014 submission.
Previously, as Director of the Centre for Applied Internet Research (CAIR) at Glyndŵr University from 2003-2011, I was responsible for the development and management of Computing and Computer Science research and responsible for many research staff and students. When I joined the University in 2000, research in the School was described as ‘dormant’; in fact it was non-existent. By the time of the 2008 Research Assessment Exercise, CAIR was the largest and most successful Research Centre in the University. In RAE 2008, it achieved the highest rating of all Glyndŵr Research Centres and the best in Computer Science across all Universities in the University of Wales federation. All of CAIR’s research was nationally recognised (1*), 90% at least ‘internationally significant’ (2*), 40% ‘internationally excellent’ (3*) and 5% ‘world leading’ (4*). In that time CAIR researchers published over 300 cited research papers, won substantial research income, including a 2 million Euro EU project, forged research links and collaborations across the world, hosted major international conferences and established itself as an international Research Centre of excellence. CAIR has now evolved into CARDS (the Centre for Creative and Applied Research into the Digital Society), for which I have passed on the position of Head to another colleague, to concentrate on the two roles above, although I still retain the role of Associate Head for the Applied Research branch. CARDS once again improved its 4* rating and overall GPA in REF 2014.

So my managerial credentials are established. More generally, my research interests cover various areas of computational mathematics and computer science including algorithmic design, computational complexity and combinatorial optimisation, particularly the application of heuristic optimisation techniques to large-scale problems in network design and management, such as issues in Internet structure, traffic measurement and shaping, routing, filtering, security and compression. I have recently built a strong research reputation in the field of ‘Assistive Technologies’, developing and applying new technologies, Internet-based and otherwise, to help elderly and/or disabled people lead longer independent lives. I am an experienced EC H2020 reviewer and panel vice-chair. My recent lecturing experience is mainly in the areas of networking and data communications. However, I also have a good teaching background in software engineering, programming and mathematics. I have a strong record in course development and the use of innovative educational techniques. I am constantly looking for new challenges both in management and supervision and my own research and teaching. I write a widely-read Computing ‘Futurology’ blog called ‘Turing’s Radiator’ at http://vicgrout.net. Full details of my career to date follow. However, I would summarise my achievements so far as:

Professor of Computing Futures, Head of the Department of Computing and Associate Dean for Research and Enterprise, responsible for approximately 25 academic/visiting staff and 500 students and 35 research staff and students. Previously, Director of the Centre for Applied Internet Research (CAIR), the largest of the eight fully-accredited, recognised research centres in Glyndŵr University, and responsible for 50 research staff and students. Over 120 major Computing publications in the last two years. Institute coordinator for the Glyndŵr RDAPs and REF 2014 research submissions and coordinator for the RAE 2008 Computer Science submission.
Professional Fellowships and Senior Memberships across four academic disciplines (Arts, Computing, Mathematics and Engineering). Four chartered memberships, including CEng (Chartered Engineer) twice over.
Over 300 publications, including several books, edited books, edited conference proceedings, chapters in books, keynote addresses and invited papers, journal papers and (published) conference presentations. These include high-quality publications and the professional bodies such as the Institute of Electrical and Electronic Engineers (IEEE), the British Computer Society (BCS), the Institution of Electrical Engineers (now the Institute of Engineering and Technology) (IEE/IET), the Association for Computing Machinery (ACM), the Institute of Mathematics and its Applications (IMA), etc. Various conference papers have won ‘best paper’ and ‘highly commended’ prizes.
Approximately £2,200,000 in research income as lead applicant from both European Union (EU) and UK funding bodies, £280,000 in led consultancy contracts. Approximately £2,800,000 research income in collaboration (EU and UK), £385,000 in collaborative consultancy.
Experience EC Framework 6 & 7 reviewer and expert assessor. Already served as expert assessor (twice), ethics reviewer and screener (three times) and panel vice-chair (twice) for the new Horizon 2020 programme.
